Court proceedings
• Dillion Lee Graf, 31, of Monticello, pleaded guilty to a charge of third-degree theft.
Graf was sentenced to two years in prison, all of which were suspended. Graf was placed on two years of supervised probation and fined $855 plus court costs.
• Charles Vern Houston Jr., 63, of Monticello, was arrested Dec. 23 on Highway 38 in Monticello on a charge of driving while barred.
Charging documents state Houston Jr. was driving his vehicle on West First Street and was pulled over by a Monticello officer who said he pulled Houston Jr. over “due to my past encounters with Houston and knowledge of his driving status.”
• Travis James Haylock, 40, of Waterloo, pleaded guilty to a charge of possession of a controlled substance, third or subsequent offense.
Haylock received a five-year prison sentence, which was suspended. He was placed on supervised probation for three years and was fined $1,025 plus court costs.
• Owen Lee Trudeau, of Fort Madison, pleaded guilty to a charge of assault on persons in certain occupations. He was sentenced to one year in jail and fined $430 plus court costs.
• Todd Duane Moore, 49, of Anamosa, was arrested Dec. 27 on Locust Street in Monticello on a charge of possession of a controlled substance-third or subsequent offense, possession of drug paraphernalia and possession of methamphetamine-first offense.
Court records state Moore was driving a vehicle pulled over by a Monticello officer who noted the license plate on an attached trailer was not easily visible. During the traffic stop, the officer said he smelled marijuana coming from the vehicle, and a search uncovered paraphernalia, loose-leaf marijuana, THC wax and a tube containing methamphetamine, documents state.
• Ryan Matthew Wageman, 30, of Anamosa, pleaded guilty to a charge of fifth-degree theft and received a deferred judgement until June 17, 2026. Wageman was placed on unsupervised probation until that date and was fined $105.
• James Michael Keys, 35, of Martelle, pleaded guilty to a charge of domestic abuse assault.
He was sentenced to two days in jail and fined $105 plus court costs.
• Tina Marie Clark, 55, of Cedar Rapids, pleaded guilty to a charge of dependent adult abuse and was fined $105 plus court costs.
• Travis Ryan White, 43, of Wyoming, was arrested Dec. 22 at his residence on a warrant charging violation of a no-contact order.
Court documents allege a protected party was receiving unwanted social media messages. The social media account had a profile photo of White, court documents state.
• Byron Lee Ziel, 40, of Cedar Rapids, was arrested Dec. 22 at the Anamosa Walmart on a charge of fifth-degree theft.
Court documents state the store caught Ziel stealing items on four separate occasions over the past two months by not scanning duplicate items at the self-checkout stations. Among the items Ziel allegedly took without paying for on one of the instances -- Dec. 22 -- included milk and bratwurst, documents state. In total, the allegedly stolen items totaled $125 in value, documents state.
• William Charles Burton, 47, of Anamosa, was arrested Dec. 17 during a traffic stop on U.S. 151 near Linn-Jones Road on a charge of driving with a denied or revoked license.
Court documents state Burton was pulled over for speeding and admitted to having no valid license.
• Brooks LaRoy Ennis, 46, of Urbandale, was arrested Dec. 26 in the 200 block of Cemetery Road in Anamosa on a charge of second-degree harassment.
Court documents allege Ennis threatened to cause bodily injury to an individual who reported being threatened by Ennis.
• Benjamin John Smith, 37, of Monticello, was arrested Dec. 27 during a traffic stop on Locust Street in Monticello around 9 p.m. on a charge of possession of a controlled substance-marijuana, second offense.
Court documents state Smith was the passenger in a vehicle that was pulled over for a nearly invisible trailer license plate. An officer on scene noted the smell of marijuana emanating from the vehicle and a search produced items of drug paraphernalia, including loose-leaf marijuana and THC wax, according to charging documents. A THC vape pen was also found in Smith’s possession, court documents state.
• Travis James Haylock, 40, of Waterloo, pleaded guilty to a charge of OWI first offense.
Haylock was sentenced to two days in jail and was fined $1,250 plus court costs.
• Bailey Ann Gienapp, 29, of Marion, pleaded guilty to a charge of OWI first offense.
Gienapp was sentenced to 30 days in jail with all but two days suspended. She was also placed on one year of probation and was fined $1,250 plus court costs.
• John Robert Hendricks, 35, of Anamosa, was arrested Dec. 16 on Booth Street in Anamosa on a charge of OWI second offense.
Court documents state Hendricks was seen by an officer staggering outside a bar in Anamosa and appeared intoxicated. The officer then saw Hendricks get into a vehicle and drive, court documents state, after which he was pulled over and subsequently provided a preliminary breath test that registered his blood-alcohol content to be above the legal limit.
• Michael John Plauer, 45, of Anamosa, was arrested Dec. 21 on Military Road on a charge of OWI first offense.
Court documents state Plauer was pulled over for driving 91 mph in a 55 mph zone. While speaking with a Iowa State trooper, Plauer exhibited signs of intoxication, including giving off an odor of alcohol; Plauer then admitted to drinking vodka. A breath test from Plauer registered a BAC of .116, documents state.
• Steven Thomas Sechear, 44, of Anamosa, was arrested Dec. 21 at the intersection of Booth Street and East Second Street in Anamosa on a charge of OWI first offense.
Court documents state a witness said a truck driving “all over the road” was heading into Anamosa. An officer located the truck and observed it swerve and almost strike multiple vehicles, documents state.
The officer noted a strong odor of alcohol coming from the vehicle and Sechear, who was the driver, had slurred speech and was lethargic, court documents state. A preliminary breath test provided by Smith was above the legal limit, documents state.
• Daniel Francis Payton, 63, of Anamosa, was arrested Dec. 21 on Old Dubuque Road on a charge of OWI first offense.
Court documents state Payton’s vehicle was seen starting and stopping without cause and crossed the centerline while turning. During a traffic stop, an officer noted the smell of alcohol coming from the vehicle and a PBT test provided by Payton was over the legal limit, documents state.
• Arnulfo Arriaga De La Torre, 39, of Monticello, was arrested Dec. 24 on 190th Avenue on a charge of OWI second offense.
Court documents state a third party reported Arriaga De La Torre had driven away from a home after drinking alcohol. A deputy found containers of alcohol in Arriaga De La Torre’s vehicle within reach of the driver, and a breath sample provided by Arriaga De La Torre indicated his blood-alcohol content was over the legal limit, documents state.
