News from District 96

On Saturday, May 5, the 87th General Assembly came to a close. I believe it was historic session in which much was accomplished. Tax reform and addressing Iowa’s health care needs were just a couple of issues that we passed this session.

Water Quality funding passed early in the session but that is not the end of the discussion. We are continuing the discussion and I am sure it will be ongoing long after I leave the legislature.

Future Ready Iowa is one of the Governor’s signature pieces of her agenda. Iowa businesses are struggling to find workers with the necessary skills to fill the jobs and careers that they currently have open. Future Ready Iowa will more closely connect our K-12 schools with community colleges and local businesses to provide students with valuable first-hand, work based experience to create a workforce talent pipeline.

With the end of the session, I will be returning to the farm to get the crops planted and catch up on all the projects that were put on hold while being at the Capitol. I am looking forward to seeing everyone at parades, on your doorsteps or just passing by on the sidewalk. If you have any concerns, or thoughts on any issue, you can e-mail me at lee.hein@legis.iowa.gov or give me a call. 319-480-1997. I hope everyone has a great and safe summer.

Historic Tax Reform for Iowa Families And Small Business

Iowa’s tax code is outdated, overly complex, and boasts some of the highest income tax rates in the entire country.

Due to tax reform at the national level, Iowans will pay $1.8 billion less in federal taxes in tax year 2018.

However, due to the fact that Iowa has federal deductibility, Iowans will pay additional state taxes totaling $107 million in tax year 2018 and grow to $153 million in tax year 2019.

This money should not be used to grow state government. Rather, it should be returned to the hardworking taxpayers of Iowa who deserve relief.

This 21st century tax reform plan will immediately provide significant relief to middle class families and small businesses, leaving more money in the pockets of Iowans.

This tax plan is also fiscally responsible and sustainable for the long run. It provides hard-working Iowa taxpayers with meaningful relief while also ensuring the state can continue to fund key priorities like education, health care, and public safety.

The plan dramatically simplifies Iowa’s complex tax code, saving Iowans time and money when preparing and filing their state taxes.

These updates to Iowa’s tax code will improve our business climate, making Iowa more competitive and transparent. When coupled with Future Ready Iowa and other workforce initiatives, tax reform will make Iowa an attractive state for businesses to expand and grow.

Additionally, the tax plan modernizes our tax code to ensure fairness for Main Street businesses in Iowa.

Main Street businesses are put at an unfair disadvantage as our economy moves more towards Internet sales and subscription services. Now is the time to eliminate this unfairness and modernize our tax system for the new economy.

This tax reform plan reduces Iowans’ income taxes by $400 million in 2019.

The average Iowa taxpayer will see their income tax reduced by nearly 10 percent.

The percentage of middle-class Iowans that will see their state income tax liability reduced is 93 percent.

When the plan is fully implemented, how will the average Iowan benefit?

     • A single taxpayer making $25,000 would see their taxes reduced by 22.3 percent

     • A single parent with one child making $48,000 would see their taxes reduced by 25.8 percent

     • A family of four making $75,000 would see their taxes reduced by 25.7 percent
