Supervisors extend nuisance timeline

A Jones County nuisance on Slide Rock Road brought several people into the Board of Supervisor meeting on Jan. 7. 

The property owners are Paul and Roxanne Rundle. Paul was present for the public hearing, as were several of his neighbors. 

Land Use Administrator Michele Lubben shared photos of the property, noting several vehicles and refuse sitting around. 

“There seems to be some improvements,” commented Lubben. 

A neighbor for the Rundles said he was helping them clean up their property by burning the lumber and materials from the vacant mobile homes on the property. 

Another neighbor and his wife complained about the high flames and fumes coming from the burning piles, affecting their COPD. 

“The fumes were bad. Pieces of insulation were blowing around our yard because the flames were so high.” 

The neighbor assisting the Rundles admitted that the flames had gotten out of hand. Lubben advised they contact the DNR for a list of building materials that can be legally burned. 

“I’m just trying to help them out,” the neighbor said. “Paul has health problems and has very little extra help. We’re trying to get it cleaned up.” 

Lubben noted that the nuisance issue has been ongoing for at least over a year. 

Rundle took the time to apologize to his neighbors who were in the boardroom, saying he plans to get it cleaned up. 

“I don’t want to make life worse,” Rundle said. “If you give me more time, I’ll get it all picked up and it will be no more. I know it’s an eye sore.” 

The board acknowledged that there has been an improvement. They urged Rundle to be conscientious of his neighbors when burning. They approved a 30-day extension for the Rundles to get it all cleaned up. 

In other county business: 

• The board adopted the annual Construction Evaluation Resolution regarding application for confinement animal feeding operations. 

• Jennifer Husmann, project coordinator with the Jones County Safe and Healthy Youth Coalition, met with the board to provide updates on the Coalition happenings. Husmann also requested funding from the county for Fiscal Year 2021 in the amount of $10,000. 

• The board held a public hearing and received bids for the courthouse window replacement project. They also approved the plans. 

Mike Mollenhauer with Shive-Hattery was present to review the plans and specs. The estimated project cost is $520,000 to replace all of the windows throughout the entire courthouse with double-pane windows. The project timeframe is March 1 through Oct. 30, 2020. Mollenhauer said he would expect most of the construction to be done by June 1. 

Three bids came in for the project, ranging from $476,000 to $715,000. The board tabled awarding a bid until Shive- Hattery had time to review them.
