Text amendments change P&Z, BOA membership appointments

     The Jones County Planning and Zoning Commission met during the evening on Aug. 16, and Land Use Administrator Michele Lubben provided an update to the board of supervisors during their morning meeting.

   On the P&Z’s agenda was a public hearing and action concerning text amendments to Article XXIII and Article XXIV. These articles refer to membership on the P&Z and Board of Adjustment, and how the board of supervisors choose to appoint. The changes offer that the appointees do not necessarily have to be appointed according to county supervisor district.

   These changes were needed as a result of re-districting, which took place earlier this summer.

   Cindy Hall of Monticello, a member of the BOA, was representing District 2. After re-districting, she now resides in District 3. There is already a District 3 representative on the BOA. However, the text amendments allow District 2 Supervisor Joe Oswald to appoint Hall.

   Keith Stamp of Monticello, a member of the P&Z, was representing District 2 as well. Following re-districting, he now resides in District 3. There is currently a District 3 representative on P&Z. Again, the changes allow Oswald to appoint Stamp.

   Lubben noted that both Hall and Stamp have verbally agreed to remain on and serve on their respective boards.

   The P&Z took action to recommend approval of the text amendments by the board of supervisors.

   Also on the P&Z agenda was further discussion on the 2022 Jones County Comprehensive Land Use Plan, following a public hearing that was held in July.

   Lubben said several Anamosa residents were, again, present. The majority of those present at the July 12 hearing were also from Anamosa. She said they urged the P&Z to discuss and promote growth within the county.

   No action was taken on the Plan.
